China Population and Development Report 2009: From ICPD to MDG: A Review for China at 15 Years (1994-2009)

The review of China’s experiences at ICPD +15 is an opportune time to document the achievements and their facilitating factors, and to analyze the challenges China still faces in fulfilling the ICPD principles by 2014, and the MDG goals before the set deadline of 2015. The review findings are not only of great importance to China, but potentially also for the international community, particularly those countries who are currently undergoing, or are likely to experience similar economic growth and demographic transitions as China.

Good Practices: UNFPA HIV/AIDS Project (CPR03P02) in China

Publication

HIV/AIDS prevention project (CPR03P02) was implemented in 5 counties in Hubei, Hunan, Liaoning, Shandong and Hebei provinces during 2003-2006. The project was implemented by the National Center for AIDS/STD Prevention and Control (NCAIDS), supported by United Nations Population Fund (UNFPA). The total project contribution was US$1.1 million from UNFPA and 1.85 million RMB from the government.

The International Conference on Population and Development (ICPD, Cairo, 1994) was a watershed event that forged an international consensus on population and development. It the conference, 179 governments, including China, endorsed a 20-year Programme of Action which focused on individuals’ needs and rights rather than on achieving demographic targets.Concrete goals include providing universal education; reducing infant,child and maternal mortality;and ensuring universal access by 2015 to reproductive health care,including family planning, assisted childbirth, and preventionof sexually transmitted infections and HIV.
