for an Institution to Conduct a Capacity Building Training for University Teachers
Background
The United Nations Population Fund (UNFPA) is the UN's sexual and reproductive health and rights agency. UNFPA's work mainly focuses on population dynamics, sexual and reproductive health, youth development and gender equality. Headquartered in New York, UNFPA started working in China in 1979 and has been promoting social development and equity in China for more than 40 years. For the past four decades, UNFPA has established close partnership with government agencies, NGOs, experts, and media in China. Supporting youth development, especially promoting youth leadership and participation is key to UNFPA's work in China and globally.
The United Nations Population Fund (UNFPA) China office and Beifang International Education Group (BIEG) co-launched the project "Cultivating Youth Leadership and Participation" in 2018, to promote Chinese university students' leadership and participation in international development agendas through capacity building, policy dialogues, engagement in national and international events, as well as internship and volunteerism. From 2018 to 2021, more than 50,000 young people aged 18-24 from BIEG affiliated colleges, high schools and universities overseas have benefited from the project.
While students have enhanced their capacity in leadership and socioeconomic participation, BIEG teachers are therefore encouraged to improve their competitiveness and establish themselves as a possible driving force in all levels, to expand their awareness, scope of vision, and personal and professional capabilities in international affairs and global sustainability.
Objective
The overall objective of the training is to identify participating teachers' strengths and weaknesses in their personal and professional development, and to help them establish their leadership and catalytic roles in the fast-moving dynamics, using strategic tools and innovative design thinking through mutual learning and teamwork.
A qualified institution will be contracted to conduct the training, and to achieve the following goals:

Knowledge improvement: to improve the participants' knowledge on the SDGs, UN's work in China and other developing countries, and UN/UNFPA's mandate.

Skills improvement: to improve the participants' innovation skills, such as design thinking, professional and interpersonal communication skills, problem solving and objective managing skills, and team work skills etc..

Network establishment: to expand opportunities for the participants to conduct team building, learn from leading experts and each other, build a project together and propose future cooperation after the training.
Scope of work
The institution will work within the following scope:

Upon consultations with UNFPA and BIEG, the institution shall develop a list of detailed learning goals for the training.

Based on the agreed learning goals, the institution shall develop a work plan illustrating the learning module, including training methods consist of both participatory and teaching elements, accepted by UNFPA and BIEG.

Assemble a diverse and experienced facilitators/trainers' team that is capable of delivering the training, taking advantage of each facilitator/trainer's expertise and meeting the participants' learning needs.

Deliver the training as per the TOR requires, and follow the agenda to be agreed with UNFPA and BIEG. The training will be conducted in both English and Chinese, depending on the content and facilitators.

Provide a final certificate for all participants, as well as to provide support to any relevant requests from UNFPA and BIEG.

Conduct a pre-and-post assessment that can find participants' feedback and reflect the learning outcomes, achievements and gaps.
Expected milestones and deliverables

A detailed work plan for conducting the teachers' capacity building training based on UNFPA provided template, including a detailed learning module, an agenda, responsible personnel, a list of facilitators/trainers and speakers, a pre-and-post assessment plan, and a budget breakdown.

A final progress report, including the assessments results summary, participants' feedback and analysis, pictures, outcomes, and an expenditure breakdown.

Qualifications

The institution should have extensive experience in coaching and training module development for professionals, using effective and mature training methodologies;

The institution should have strong project management abilities and excellent communication skills, with an innovative, can-do attitude and detail-oriented working approaches.

Be able to issue a certificate for all participants to acknowledge their participation and completion.

Previous working experience with non-profit organizations in China is appreciated.

Facilitators/trainers invited by the institution must obtain a Master's degree or above in areas related to the training content.

Facilitators/trainers invited by the institution should have minimum five years of experience in the training session that he/she is responsible for.
Timeframe
The training will be ideally 7 days in the Q4, 2021, depending on the design of training content. Actual timeline is to be discussed with the selected institution.
Evaluation criteria and score
The selection of the service contractor will be made based on the cumulative analysis scheme (out of 100), where total score will be obtained upon combination of weighted technical and financial aspects.

Financial weighted score, out of 25
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other financial proposals receive points in inverse proportion. The suggested formula is as follow:

p =points for the financial proposal being evaluated,
y =maximum number of points for the financial proposal (25),
μ =price of the lowest financial proposal,
z =price of the financial proposal being evaluated.
Payment plan

40% of the total installment will be dispatched upon the submission of a detailed work plan after signing the contract, including an agenda, a list of facilitators/trainers and speakers, an assessment plan, and a budget breakdown.

60% of the total installment will be dispatched upon completion of the training, with the submission of the final progress report in English, summarizing the results of the training, participants' feedback, pictures, feedback analysis, and an expenditure breakdown with other documents upon request.
*All required documents shall be well-written in English and must be accepted by UNFPA with satisfaction.
