Terms of References for the implementation of

the “Provision of Sexuality Education through Live Streaming” project in 2020

 

Background

The majority of young people in China do not have access to quality and accessible sexuality education in schools, exposing them to increased risks of unintended pregnancy, abortions, HIV and sexual violence.

As the United Nations’ sexual and reproductive health agency, United Nations Population Fund (UNFPA) works to ensure that sexual and reproductive health and rights remain at the very center of development to every young person.

Utilizing the widespread accessibility and popularity of live streaming technology in China, UNFPA and Marie Stopes International China have developed an innovative solution to accelerate universal access to sexual and reproductive health for adolescents. The project, “Provision of sexuality education through live streaming” was launched in 2019, aiming to equip young people with the knowledge and skills needed to make responsible choices in their lives, particularly in a context where formal comprehensive sexuality education is provided. Through the project trained online instructors will be able to provide sexuality education sessions to young people from remote areas via live-streaming technology. The live streaming platform allows integrated education materials to be presented to students during sexuality education sessions. The backstage management system is designed to record information about students’ participation and engagement with instructors, so that teachers and project managers can receive first-hand evaluation and feedback to improve the delivery of CSE immediately after each session.

In 2019, to further improve the live streaming project, with the support from UNFPA Innovation Fund, an eight-session age-appropriate and evidence-based comprehensive sexuality education (CSE) model has been developed in line with the International Technical Guidance on Sexuality Education (ITGSE), which is the first such available courses in China. In 2020, the eight-session CSE model will be piloted in 5 selected middle schools in Qinghai, Shanxi and other provinces in the fall semester.

Aim

To pilot the 8 sessions live streaming CSE course in selected 5 schools, including providing capacity building for teachers in pilot schools and online tutors and provide evidence for learning and improving the approach for delivering the CSE through live streaming.

Scope of work

In 2020, the eight-session CSE course will be piloted in 5 selected schools in Qinghai, Shanxi and other provinces. The implementing agency will conduct the piloting in close collaboration with UNFPA and China Family Planning Association (CFPA). The implementing agency will deliver the following activities and be accountable for the high-quality results.  

1.         Pilot 8 sessions live streaming CSE project at selected sites

  • Align with UNFPA’s objective, vision and expectation for the project, and jointly design the implementation timeframe, activities implementation and field visits.  
  • Design and call for applications on social media, and jointly select 2 piloting schools in China to conduct the eight-session CSE.
  • Select 1 school in Shanxi Province and 2 schools in Qinghai Province to undertake the pilot project, in close communication with UNFPA and CFPA.
  • Facilitate local schools and online instructors to conduct the live streaming CSE pilot classes, including developing project timeline, class schedule, conduct timely project coordination and information collection.
  • Provide technical support and feedback to instructors.
  • Organize an introductory meeting between instructors and assigned school teachers & administrators who will be supporting the implementation of the pilot in selected schools.
  • Provide administrative and operational support during the pilot phase.
  • Collect feedback from local school teachers, students and online instructors  
  • Maintain operational flexibility of the project implementation while ensuring quality amid the COVID-19 in China.
  • Advocate for scaling-up of the project across China.
  • Collect raw research materials for human-centered stories upon UNFPA’s request

2.         Organize a series of webinar on sexuality education and online learning

  • Develop an agenda and an administrative note for the activity organization.
  • Organize the webinar, including organizing the panel, inviting participants and managing other logistical issues.
  • Develop a brief summary to capture key points discussed at the webinar.

3.         Conduct a quality assurance visit and capacity training on CSE at pilot sites

  • Coordinate with five pilot schools and confirm the schedule for the workshop based on the availability of stakeholders.
  • Develop an agenda and an administrative note for the activity organization.
  • Invite relevant experts to travel to local schools and organize the workshops in line with the concept note, aiming at increasing awareness of the eight-session CSE course (pilot project) among teachers and enhance support on adolescent sexual and reproductive health issues both from teachers and school administration.
  • Arrange administrative and logistic matters for experts and other participants, such as booking accommodation, meals, travels, etc.
  • Collect mission reports from travelers if there are any.
  • Maintain operational flexibility of the project implementation while ensuring quality amid the COVID-19 in China upon discussion with UNFPA.
  • Actively communicate with UNFPA about the preparations and conduct of workshops implementation.
  • Manage other miscellaneous issues before, during and after the workshops.

4.         Conduct Training of Trainers (ToT) for 8 sessions CSE live streaming course instructors

  • Selection of instructors and obtain volunteerism agreement for instructors to complete assigned tasks during the piloting.
  • Coordinate with live streaming instructors and trainers to confirm the timing and location of ToT.
  • Develop an agenda and an administrative note for the activity organization.
  • Invite relevant experts and organize the ToT in line with the concept note.
  • Enable trainers to conduct training for the online tutors by introducing the eight sessions, demonstrate the teaching method and enhance their teaching quality.
  • Facilitate administrative and logistic issues for experts and other participants, such as booking accommodation, meals, travels, etc.
  • Maintain operational flexibility of the project implementation while ensuring quality amid the COVID-19 in China upon discussion with UNFPA.
  • Actively communicate with UNFPA about the progress of the implementation.
  • Manage other miscellaneous issues before, during and after the workshops.

Expected milestones and deliverables

1.  Pilot 8 sessions live streaming CSE project at selected sites

  • An online recruitment article published on social media for eight-session CSE piloting.
  • A list of confirmed schools enrolled in the pilot project.
  • A list of instructors with their qualification introduction; a volunteerism agreement for instructors to complete assigned tasks during the piloting.  
  • Teaching and learning materials ready for the eight-session CSE.
  • An information sheet of piloting schools including school locations, number of students, piloting classes, class schedules and supporting teachers.
  • A summary of users’ feedback, including from online tutors, students and school teachers.
  • A collection of raw research materials of users upon UNFPA’s request as part of human-centered story development.
  • Pictures of the project piloting in five schools (at least one picture of each class is required).

2. Organize a series of webinar on sexuality education and online learning

Qualifications

  • Extensive experience and leading expertise in CSE and sexual and reproductive health, especially for adolescents and youth.
  • In depth understanding of the SDGs, UNFPA’s mandate and its work in China, especially in the areas of youth development and sexual and reproductive health.
  • Well connected with resourceful experts in CSE, extensive network with local middle schools across China and professional online CSE instructors.
  • Previous working experience with UNFPA is appreciated.
  • Previous working experience on the live streaming CSE project is an asset.
  • Innovative, can-do attitude and detail-oriented working approaches
  • The crew of the implementing agency should be able to work in both English and Chinese, in which they are expected to submit written documents in excellent English and to speak fluent English in meetings. 

Timeframe

The implementation period is from the date of contract signing to mid-December. The detailed timeline is as following:


Schedule of reporting and payment plan

The implementing agency will work till the end of the year from the date of the signing of the contract.

  • 50% of the total installment will be dispatched upon the contract signing with a submission of a detailed project proposal using UNFPA’s template.
  • 50% of the total installment will be dispatched upon the submission of a final progress report at the end of the contract, after satisfactory implementation of all activities and the submission of all required supporting documents.
  • A mid-term meeting will be conducted between the implementing agency and UNFPA China’s leadership for the purpose of progress review. Regular meetings will be conducted at the working level.
