Organizational Setting

The Position:

The Finance Associate position is located in China Country Office (CO) and reports to the Operations Manager/ Operations Specialist. 

Job Purpose:

Under the guidance and supervision of the Operations Manager (OM), the Finance Associate provides quality services in the areas of program finance and CO budget management in compliance with the relevant rules, guidelines, processes and procedures. The Finance Associate delivers quality financial services to internal and external clients mastering all relevant rules, guidelines, processes and procedures. S/he takes a client-oriented results-focused approach to interpreting the rules, procedures and guidelines, providing support and guidance to the CO.  The Finance Associate provides financial support to the Democratic People's Republic of Korea (DPRK) CO upon request.

Main Tasks & Responsibilities

You would be responsible for: 

Support the monitoring of programme financial performance for all core and non-core resources by providing necessary financial information and analysis, including implementation rate against indicators/results. Detects potential over/ under expenditure problems and proposes remedial action.

Develop tools and mechanisms for effective and efficient monitoring of programme and project budgets, coordinates compilation of financial data and provides accurate and up-dated financial information to the CO management on a continuous basis.

Interpret financial policies and procedures and provides guidance and training to staff and project managers. Strives to identify ways in which programme financial needs can be met within existing policies.

Assist in the management of the Country Office budget by budget formulation, controlling allotments, monitoring expenditures, and preparing revisions according to the needs of the Country Office.

Maintain an effective financial recording, reporting and internal control system in an accurate and timely way.

Prepare and follow up to audit on the UNFPA Implementing Partners (NEX audit) and the audit to the CO. Work closely with program staff to make assurance plan and conduct assurance activities, e.g. spot check.

Review and monitors charges for common services and cost recovery taking into account maximum cost efficiency and represents UNFPA’s interests in related negotiations and agreements.

Serve as a backup of the Administrative Associate during the absence of the Administrative Associate. Perform any other duties as may be assigned by the OM

Qualifications and Experience

Education:

Completion of Secondary School Education with additional training in Finance, Accounting and Administration.  A first level university degree in finance or accounting or business is desirable.

Knowledge and Experience:

•     Six years of relevant administrative experience in the public or private sector;

Knowledge on UN procurement and financial procedures and the ability to interpret rules, regulations and procedures and explain them clearly and concisely;

Computer literacy – proficiency in Atlas/PeopleSoft, Word, Excel, PowerPoint; and other computerized applications;

Good writing and communications skills;

Strong interpersonal and organizational skills.

Proficiency in current office software applications and corporate financial systems. 

Languages:

Fluency in English and Chinese is required.
